Immediate Past Commissioner for Finance and Planning, Mrs Oyeyemi Olasumbo Florence, has listed her achievement so far as a commissioner for Finance and Planning under the administration of his excellency Abdulrazaq abdulrahaman

Read her Journey thus far "I wish to express my profound gratitude to God Almighty and His Excellency the Governor for the privilege to serve as Honourable Commissioner for Finance and Planning, Kwara State between December 13, 2019 and December 31, 2021."

"I thank His Excellency, Mallam AbdulRasaq AbdulRahman for the utmost confidence and trust reposed in me. I appreciate his guidance every step of the way. I especially commend his outstanding leadership style and his being a role model to all members of the cabinet. Indeed, the Kwara State Ministry of Finance & Planning is a very sensitive and important ministry, and His Excellency finding me worthy to head the Ministry at that critical moment was the height of trust which I do not take for granted. For this, I will forever be grateful to the Governor. In one year, the administration of Governor AbdulRaman AbdulRazaq was able to achieve the following and a lot more in the Ministry of Finance & Planning:

1. Articulated the functional and organisational strategy for the ministry and the financial strategy of the state.

2. Designed the roadmap for implementation of IPSAS and ensured full IPSAS implementation services with the National Charts of accounts in the state.

3. Ensured the preparation of the quarterly monitoring and evaluation report.

4. Established Public Financial Management Reforms in the state.

5. Packaged the state’s Debt Law for acceptance by the World Bank.

6. Packaged the Payroll management system for acceptance by the World Bank.

7. Prompt payment of salaries and timely releases of monthly allocations to all MDAs.

8. Implementation of due process for prompt payment of all approvals with documentations.

9. Preparation & Quarterly release of the budget performance report.

10. Quarterly release of state Debt report always duly accepted by the Federal Debt Management Office.

11. Prepared and Published the 2019/2020 Debt sustainability analysis for the state.

12. Designed the state cash management strategy.

13. Amended the Public Procurement Law to fulfill the World Bank standard.

14. Preparation and publication of the 2019 audited financial statements before May, 2020.

15. Preparation of the revised budget that earned the state $5m.

16. Preparation of the 2021 Medium Term Expenditure Framework.

17. Citizens’ engagements across the three (3) senatorial districts for the 2021 Budget.

18. Technically Supported the preparation of the LGs audited financial statements.

19. Designed the Consolidated revenue codes and rates that earned the state one-off grant of $2m.

20. Supported the Independent verification agents for the achievement of $16.9m as grant for the state.

21. Ensured state’s readiness for World Bank CARES programme.

22. Gradually Opening up procurement process to enable MSME ease of participation.

23. Expanding the tax net through the proposed enumeration of properties in the state.

24. Implementation of the ease of doing business in the state. Finally, the various developmental projects being pursued by the administration, coupled with the low and uncertainties in the state’s statutory revenue and limited internally generated revenue (IGR), necessitated improved financial management and evolution of feasible economic policies under the guidance of His Excellency.

The growth of the state these past months is truly a product of increased prudent management of resources, transparency and accountability. God bless Kwara State.
